Fall Protection Programs for Construction: OSHA-Ready Checklist

Falls remain among the most cited and most deadly hazards in construction. An OSHA-ready fall protection program is not a generic policy PDF, it is competent people, phase-specific controls, rescue capability, and records that match what is happening on the deck today.

This checklist helps GCs and specialty contractors tighten programs under 29 CFR 1926 Subpart M and related requirements, and points to when construction safety consulting or safety software should carry the load.

1. Written program tied to real work packages

Document when conventional fall protection is required, which systems you use (guardrails, safety nets, PFAS), and how controls change by phase, steel erection, roofing, leading edges, formwork, and temporary floors. Generic templates fail when the schedule changes faster than the binder.

2. Competent and qualified persons

Name competent persons for inspection of systems and for training. Document qualifications. Owner and GC contracts often specify credentials; onsite consultants with CHST/CSP experience can fill gaps during peak phases.

3. Hazard assessment before exposure

Require documented assessment before workers are exposed to unprotected sides and edges, holes, ramps, runways, and leading-edge work. Activity hazard analyses should reference the actual elevation, equipment, and trade sequence, not last year’s boilerplate.

4. Equipment selection, inspection, and fit

• Match harnesses, lanyards, SRLs, and anchorage to the task and free-fall distance
• Inspection cadence for PFAS and guardrail systems
• Removal-from-service criteria that crews actually follow

5. Rescue plans that are practiced

A “call 911” line is not a rescue plan for suspended workers. Document method, equipment, roles, and response time. Practice on a cadence that matches high-risk scopes. Commissioning and mission-critical jobs often need this written into the site safety plan.

6. Training and retraining triggers

7. Multi-employer coordination
